The Meghalaya Basin Development Authority (MBDA) invites applications for the post of Development Associate on behalf of the Office of the Development Commissioner for the Government Innovation Lab (GIL) under the State Capability Enhancement Project (SCEP).
GIL–SCEP is a flagship initiative aimed at strengthening government capacity to address complex development challenges across key sectors, including sustainable rural development, health and nutrition, early childhood and adolescent development, education, and women empowerment.

Essential Qualifications
- Bachelor’s or Master’s degree (Master’s preferred) in:
- Public Administration
- Public Policy
- Public Health
- Education
- Development Studies
- Economics
- Management
- Allied Social Sciences
(Degree must be from a recognised institution.)
Required Knowledge
- Strong understanding of:
- Governance systems
- Public service delivery
- Development sector operations
Experiences, Skills & Attributes
- Minimum 2+ years of experience in:
- Project coordination
- Programme implementation
- Research
- Advisory roles in public or development sector
- Experience working with Government departments or development programmes is highly desirable.
- Demonstrated capability in:
- Field monitoring
- Stakeholder coordination
- Documentation and reporting
Additional Essential Skills
- Strong verbal and written communication
- Proficiency in basic computer applications:
- Word processing
- Spreadsheets
- PowerPoint presentations
- Ability to work effectively with teams and government systems
Age Limit
- Up to 45 years
Remuneration and Benefits
- Monthly Salary: ₹50,000
- Additional Allowances:
- House Rent Allowance (HRA)
- Mobile Allowance
- EPF contributions from both employer and employee as applicable
Contract Duration
- Initial engagement for 1 (one) year
- Renewable based on performance and project requirements
- Selected candidates must sign a Deed Agreement outlining terms and conditions of engagement

- In-service candidates must provide a No Objection Certificate (NOC) from their employer when called for the interview.
Selection Process
- Selection includes:
- Written/Technical Test covering Subject Knowledge, General Knowledge, Reasoning, and English
- Personal Interview
- All tests and interviews will be conducted only in Shillong.
- Only shortlisted candidates will be contacted through SMS or email.
- Shortlisted candidate lists will also be available at www.mbda.gov.in and office notice boards.
- Misrepresentation or misconduct at any stage will result in immediate disqualification.
General Information
- Meeting the minimum qualifications does not guarantee shortlisting.
- MBDA/GIL-SCEP may:
- Restrict the number of candidates based on higher qualifications or criteria
- Conduct additional examinations or skill tests
- Request additional documentation
- Relax qualifications for suitable candidates where necessary
- Increase or decrease the number of positions
- Extend the closing date or cancel the recruitment at any stage
- No TA/DA shall be provided for attending tests or interviews.
- Staff currently working under GIL-SCEP may also apply through proper channel after completing one year of service in their current role.
- Canvassing in any form will lead to disqualification.
