The NEC Secretariat is seeking the services of a qualified officer for one post of Adviser (Transport & Communication). The appointment will be made on Deputation (including short-term contract) plus Promotion, or on Armed Forces Personnel Deputation/Re-employment.
The terms of deputation will follow the provisions of DoPT OM No. 6/8/2009-Estt.(Pay-II) dated 17.06.2010, as amended.
Cadre authorities/Heads of Departments are requested to forward applications of eligible officers whose services can be spared on deputation. Applications must reach the NEC Secretariat within 60 days from the date of publication in the Employment News.

Documents to be Submitted Along With the Application
All applications must include the following enclosures:
- Duly filled and signed application form (Annexure-II), countersigned and sealed by the Cadre/Appointing Authority.
- Attested copies of ACRs/APARs for the last 5 years, each page attested by an officer of at least Under Secretary rank.
- Integrity Certificate.
- Vigilance Clearance Certificate.
- Statement of major/minor penalties imposed during the last 10 years (if any).
- Cadre Clearance Certificate.
- Certificate verifying that the information furnished by the candidate is correct as per service records.
- Self-attested copies of educational qualification certificates.
Eligibility Criteria for Adviser (Transport & Communication)
A. Deputation (including short-term contract) plus Promotion
Eligible applicants must be officers from the Central/State Governments, Union Territories, recognized research institutions, universities, PSUs, or autonomous/statutory bodies who:
- Hold an analogous post on regular basis OR
- Have at least 2 years of regular service in the pay scale equivalent to Level 13A (7th CPC) OR
- Have at least 3 years of regular service in the pay scale equivalent to Level 13 (7th CPC).
Candidates must possess:
- A Bachelor’s Degree in Civil Engineering or equivalent.
- 15 years of experience in planning, execution, and construction of civil works, including hill road construction.
Departmental Candidates
Departmental Superintending Engineers (Civil) with 3 years of regular service in Level 13 may also apply. If selected, the post will be treated as filled by promotion.
B. Armed Forces Personnel (Deputation or Re-employment)
Armed Forces officers of the rank of Brigadier or equivalent who are due for retirement or transfer to reserve within one year may apply, provided they meet the required qualifications and experience.
If selected:
- They will serve on deputation until their release date.
- After release, they may continue on re-employment terms up to the civil superannuation age.
General Conditions
- Officers in the direct line of promotion are not eligible for deputation.
- Deputationists are not eligible for promotion.
- Total deputation period should not exceed five years.
- Maximum age limit for deputation is 56 years as of the application closing date.
Job Responsibilities for Adviser (Transport & Communication)
The Adviser will:
- Supervise NEC’s road and bridge projects under the Transport & Communication sector.
- Provide technical advice to the Secretary, NEC, on all related matters including airport projects.
- Prepare plans, estimates, and manage fund releases for schemes proposed by State Governments or NEC.
- Represent NEC in meetings and boards related to transport and communication initiatives.
