The North Eastern Council (NEC) Secretariat, Shillong invites applications from eligible candidates for engagement to one (1) contractual post of Junior Consultant (Hindi Translator). Position: Junior Consultant (Hindi Translator)
Essential Educational Qualifications
Applicants must possess any one of the following:
- Master’s Degree in Hindi from a recognised University with English as:
- A compulsory/elective subject, or
- The medium of examination at the degree level
- Master’s Degree in English with Hindi as:
- A compulsory/elective subject, or
- The medium of examination at the degree level
- Master’s Degree in any discipline (other than Hindi or English) with:
- Hindi medium and English as compulsory/elective subject or medium of exam
OR - English medium and Hindi as compulsory/elective subject or medium of exam
- Hindi medium and English as compulsory/elective subject or medium of exam
- Master’s Degree in any subject (other than Hindi or English) with:
- Hindi and English as compulsory/elective subjects
OR either language as medium of examination with the other as compulsory/elective subject
- Hindi and English as compulsory/elective subjects
- Bachelor’s Degree with Hindi and English as compulsory/elective subjects
plus a Recognised Diploma/Certificate in Translation (Hindi to English and vice versa)
Required Experience
- Minimum 1 (one) year experience in Rajbhasha-related work, especially translation (English–Hindi & Hindi–English)
- Experience should be from:
- Central/State Government
- PSU
- Autonomous bodies (Central/State)
Scope of Work
The Junior Consultant (Hindi Translator) will be responsible for:
- Implementing Rajbhasha-related programmes and activities in NEC Secretariat
- Translating documents from English to Hindi and vice versa
- Hindi and English typing (Unicode, Krutidev, and other Hindi fonts)
- Providing translation support during meetings and official events
- Undertaking official travel for translation and Rajbhasha work
- Assisting officers and staff with daily translation and related official tasks
General Terms and Conditions
Age Limit
- Minimum age: 25 years
- Maximum age (as on 1st January of the advertisement year): 50 years
- Age relaxation:
- 5 years for SC/ST candidates
- 3 years for OBC candidates
Nature of Engagement
- Full-time contractual engagement
- No permission to undertake any other assignment during the contract
- Purely temporary; no claim for regular absorption in NEC Secretariat
- NEC reserves the right to terminate the contract at any time without assigning reason
Remuneration
- Monthly salary: ₹37,000
- Annual increment of ₹3,000, subject to satisfactory performance
Period of Engagement
- Initially for one year or until a regular Junior Translator is recruited
- Renewable annually based on:
- Functional requirement
- Performance appraisal
- Medical fitness
- Maximum of four extensions allowed
- Consultant must apply for extension; Rajbhasha Adhikari will certify work performance

- NEC Secretariat, Nongrim Hills, Shillong
Other Conditions
- TA/DA will be applicable as per Central Government Group ‘C’ staff norms
- Eligible for 8 days casual leave
- Maternity leave as per Maternity Benefit (Amendment) Act, 2017
- No residential accommodation will be provided

- The decision of NEC will be final and binding
- NEC reserves the right to accept or reject any application without assigning reason
