Recruitment Notice: Senior Secretariat Assistant (Deputation Basis) – North Eastern Council Secretariat, Shillong

The North Eastern Council (NEC) Secretariat, Shillong, invites applications from eligible and suitable officers for appointment to the post of Senior Secretariat Assistant on a deputation basis. The post is under the Level 4 Pay Matrix (₹25,500 – ₹81,100) of the 7th Central Pay Commission (CPC).

A total of seven (07) vacancies are available for this position.

Eligibility Criteria

The post is open to officers under the Central Government, State Governments, or Union Territory Administrations who fulfill any of the following conditions:

1. Holding an analogous post on a regular basis in the parent cadre or department,
   OR
2. Having eight (8) years of regular service in the grade rendered after appointment in the post of Junior Secretariat Assistant in Level 2 (₹19,900 – ₹63,200) or equivalent in the parent cadre or department.

Note:

• Officers who are eligible for promotion in their parent cadre will not be considered for deputation.
• Deputationists will not be eligible for appointment by promotion.

Period of Deputation and Age Limit

• The period of deputation, including any deputation in another ex-cadre post, shall ordinarily not exceed three (3) years.
• The maximum age limit for appointment on deputation shall not exceed 56 years as of the closing date for receipt of applications.

Duties and Responsibilities

The selected Senior Secretariat Assistant will be responsible for various administrative and clerical functions, including but not limited to:

• Working under the orders of the Sectional or Sectoral Head/Section Officer.
• Processing and examining correspondence and official communications.
• Preparing drafts, noting, and maintaining official files.
• Checking facts, pointing out discrepancies, and ensuring accuracy in official documents.
• Referring to and applying relevant rules, precedents, and regulations when necessary.
• Supplying factual data and figures as required.
• Preparing monthly and quarterly reports/statements of the assigned sector or section.
• Providing guidance to Junior Secretariat Assistants (JSAs) when required.
• Performing any additional tasks assigned by senior officers, including the Deputy Secretary or Director (Admn).

Pay and Allowances

The pay and other terms of deputation will be governed by the Department of Personnel & Training (DoPT) guidelines as per:

• O.M. No. 6/8/2009-Estt. (Pay-II) dated 17th June 2010, and
• O.M. No. 2/11/2017-Estt. (Pay-II) dated 24th November 2017, as amended from time to time.

List of Enclosures Required with the Application

Applications must be accompanied by the following documents, duly verified by the forwarding authority:

1. Application in prescribed format (Annexure-I), signed by the applicant and countersigned by the Cadre/Appointing Authority.
2. Attested copies of ACRs/APARs for the last five (5) years, each page duly attested by an officer not below the rank of Under Secretary to the Government of India or equivalent.
3. Integrity Certificate.
4. Vigilance Clearance Certificate.
5. Cadre Clearance Certificate.
6. Major/Minor Penalty Certificate for the last 10 years of service.
7. A certificate verifying that the particulars furnished by the applicant have been checked and found correct as per service records.
